2020.R4(S4): Order Guide Location - Country Change Set Vendor Entity Item to wrong Intro/Disc Dates

Description
Switch Country Zones from CA to US, with no US Zone Rule, but Vendor rule existed for MB, but the item was discontinued today.

Steps
Pre-condition - Start in US with Atlanta DC - File 1 (June 1st, 2020)
1. Switch DCs from one with rule to one without - DC - Little Rock (file 2)
2. Switch Countries to CA with CA Rule that doesn't get applied because vendor rule exists (File 3)
3. Now switch back to the US (File 2)
Observe that the item is discontinued today with the intro date from the Atlanta rule and the discontinue date of today
