2020.R4(S5): Post Waste API - Investigate Posting Items on Sundays

Description I realize you can't post waste on Sundays through the Mobile UI, but should you be able to post waste on Sundays through the API? Please investigate possible solutions for AC #11 "Confirm that the date included cannot be a Sunday"

Steps
1. Navigate to Swagger UI: http://api.inform.jatesting.cfahome.com/swagger/ui/index#!/Waste/Waste_PostItem

2. Enter the required data include the JWT that you get from Postman
3. Click "Try it Out"

Results: Waste is posted, even though it is Sunday
Expected: Error: "Invalid BusinessDay: Date

{applyDate}

does not fall on a valid BusinessDay."
