As a support tech I want to know when Quantiphi request a forecast that results in a negative response from InFORM, so that I can help troubleshoot

- Store Number not valid
- Store is not in forecasting zone
- Date requested is in the past
- Date requested is too far in the future
Acceptance Criteria
- Confirm when an Import Forecast request is made, and the response results in a negative response, the error is tracked
- Confirm when an Import Forecast request is made, and the response results in a negative response, an auto notification is sent
Auto Notification Details
- Subject: Forecast Import Request Error
- Message: A forecast import was requested for entity for requestDate, but was rejected because APIResponse
- Example: A forecast import was requested for 01171 - Dulles Town Crossing FSU for 09/01/2020, but was rejected because Date Requested is in the past.
