As an admin I want the Web Service function that converts the json into xml for the Entity Item Import to be updated to support UPT so that I can set up a separate task in the Web Services tab

- The UPT import should support being set up as a stand alone Web Service, or as a part of one of the existing Web Services

Acceptance Criteria
- Confirm that a separate Web Service task can be configured for the importing of UPT values
- Confirm that one of the existing Web Service tasks can be configured to include UPT
- Confirm that when the UPT is import successfully, after converting from JSON, that an Auto Notification for success is sent (Import - XML Entity Items Success)
- Confirm that when the UPT import fails, after converting from JSON, that an Auto Notification for failure is sent (Import - XML Entity Items Failure)
