Stores need some form of a warning message when placing orders for a vendor and outstanding orders exist. A warning will help prevent duplicate orders from being placed. The existing logic added during enhancement INF-8965 added functionality that generated a warning for outstanding transfers and orders.
This feature will implement changes to existing logic in both Create Order and Create Count

This enhancement will accomplish the following:
1. Decouple the configuration setting that turns the open item warning on for both transfers and orders. Transfers and Orders will both received a configuration setting that toggles logic on or off.
2. Add logic that validates open orders against the vendor you are currently generating an order for. The warning will only be displayed if open orders exists for the vendor your currently creating the order for.
3. The warning message should bypass the delay hours used for the store.
