Update back-end for List Option Configuration

    • Sprint:
      CFAMX 2021R1 Sprint 3, CFAMX 2021R1 Sprint 4

      Description

      • add a column to tbLocalisation for "InUse" and default to 0, 1 for Default and en-US
      • saves happen to tbLocalisationData
      • change reads from and writes to tbConfigurableListOption, use Description as a key to tbLocalisationData.ResourceKey, use user culture to determine which ResourceValue to show
      • will need to create stored procedures for reading and writing from tbConfigurableListOption; today it's just nHibernate mappings
      • areas to test: transfer reason codes, forecast events, day characteristics, offsite location classification, and no utility payment reasons
