2021.R1(S1): Invalid UPT Quantity should log an error

Description
According to the ACs 7 & 8, if the UPT value supplied in the file is negative or NOT SUPPLIED, then the error should be logged as it is in SS and YCF.
Ex.

  • Error : 9/24/2020 7:41:04 PM : Entity Item Data Import on 9/24/2020 7:41:04 PM : Import Record <Zone: | Store Number: 00440 | Item Code: 2601>: Invalid SafetyStockValue
    Event : 9/24/2020 7:41:04 PM : Entity Item Data Import on 9/24/2020 7:41:04 PM : Data Import Complete

Steps
1. Process the attached file through the the XML EntityItem Import on the server
2. Open the log in the logs folder

Results: The log file does not say anything about the Negative UPT values
Expected: The log to contain an error and the import file should "drop" in the \Processed folder of the import, indicating it was not processed.
