2021.R1(S2): When AS2 is down, backup order should be sent to S3 bucket

      Description
      When the AS2 is "down", I don't see the message to push the "back-up" order to the S3 bucket. According to Sree, this message should be of type MobileClientElectronicOrderMessage. I do see the supplyOrderMessage sent which is responsible for both the Order Sent and Electronic Order failure Auto-Notifications

      Steps
      1. Stop Mobile Queue 5 on Server Manager (For Store Castle Rock)
      2. Rename the folder on server manager from which the AS2 server would pick up the order in UBL (found in the Mx.Config file under legacy slices
      3. Create an Electronic order for Castle Rock and Place
      4. Look at the mobile queue message to confirm that the MobileClientElectronicOrderMessage was indeed queue

      Results: No MobileClientElectronicOrderMessage message queued

      Expected: MobileClientElectronicOrderMessage message to be queued
