User attempts to delete count for the custom counts type that has no items and receives an error message 'Error has occurred. Please contact system administrator'.

Reproduction Steps:
- Setup Custom Count type to display on Input Inv Counts menu
- Click on a custom count type
- once page display, Actions>Delete
- Click Delete for popup
Expected Results:
- Count page is deleted.
- However, this feature should function the same as the current count types, not displaying the custom count types if there are no items listed for custom count type in the Travel Path. Note that the menu items do not refresh until the user refreshes the page or logs out and back in.
Actual Results:
- Count type page remains displaying error message 'Error has occurred. Please contact system administrator'.
