Day Track Report - Use Labor Cost v4, instead of v3

      Description

      As a system pulling data from for the Day Track Report I want to support either an XML (LaborCostv3) or JSON (LaborCostv4) data source

      Acceptance Criteria

      1. Confirm that the Day Track Report continues to function using the v3 endpoints
      2. Confirm that the Day Track Report can be configured to use the v4 and API endpoints and returns data as expected for current business date, previous business date, and historical data beyond one day into the past
      3. Confirm when using the v4 endpoint that Sunday Labor hours are displayed
      4. Confirm when using the v4 endpoint Average Wage can be selected and displayed
      5. Confirm when using the v4 endpoint Actual Wage can be selected and displayed
      6. Confirm when using the v4 endpoint differing Benchmark Levels can be selected and displayed
      7. Confirm when moving from the v3 (xml) to API (json) endpoint historical data is still displayed
