2019.R1(S6 Bug): Vendor Item Import file from production fails to import - all new fields should be optional

We tried to import an existing production copy of the Vendor Item import and it failed to import any items:

Import Failed with error :E> Procedure or function 'qryMMSVendorItem_UpdateVendorItemForImport' expects parameter '@VendorDistributionCenterCode', which was not supplied.

Per AC:

• ALL NEW fields must be optional, if they are not provided, there should be no default action (the import will continue to be used in it's current form by some vendors)
