As an InFORM team, I would like to update the technology in the menu panel.

Details

Update menu panel hierarchy. There expectation is that the menu is available but the labels do not need to lead to their assigned pages. That functionality will be handled in later stories.

1. Confirm that the menu panel opens when the user clicks/taps the hamburger menu in the global header.
