Remove the legacy forecasting engine from code base (INF-1844)

      Description

      right now there is a shim that all code runs through to determine what forecasting engine to use. We'd like to remove this shim and all legacy engine code to increase performance and decrease the amount of code that is in our branch.

      Investigate turning Legacy slice into mico services (e.g. Reporting as a service)
