Story
As a user, I would like Create the first phase of initiate transfer page after selecting the store.
Description
In the transfer create page we have already implemented selecting the to store. After the store selection the application should take us to initiate transfer page to be able to pick some items.
With this story lets implement these:
Add new items button
when clicking on add new items button it should open an EMPTY modal. We will be implementing add items component in the future stories.

- Confirm that Add new items button is available.
- Confirm that when clicking on the button an empty modal is displayed.
