[Ops Needed] Centralize all logging

      Description

      Currently all applications (MxC, MMS, SM) have their own logging schemes (and in SM all tasks do their own logging). This makes investigating and diagnosing issues difficult because it is hard to tell where the issues are being logged.

      Need to define Auditing vs logging

      Need to discuss options with SaaSOps, suggestion of using ElasticSearch/Kibana.

      Ops suggested getting a CFA license for SumoLogic.

      Need to consider what to do with Serilog being used in the new API project.
