Description
When I open the order and look at the suggested Quantities for an item in the order that has a negative On Hand Qty. The Suggested Value (on page load) uses zero(0) as the on hand value for the calculation, but when I update the Safety Stock number in the panel below, changing the calculation, the negative On Hand value is used as in the picture below:

Steps
1. Create an order for store and Vendor (Jan 8 - 14th)
2. find an item with a negative On hand (most of them)
3. Observe that the Suggested Qty is not using the negative on hand value, but zero to calculate the suggested qty
4. Click on Update Safety Stock and up the safety stock value to something greater than the |On hand| value ( I used 50 )
Results The Suggested Quantity in both the panel and the details are updated to use the negative On Hand.
Expected Any suggested order calculation on this page should not use the negative item qty when calculating the suggested value
