2021.R2(S1): Suggested Order Export has wrong value for On Hand Qty used in the order

Description
I imported a forecast for store 00442 - College Mall. And created an MBM Corp order for Jan 11 - 18, 2021. "Everything" - the On Hand used, was a red 0 as expect from CFAMX -12803, so I placed the order and viewed the SO Export for Create Order – which actually means placed.
When I viewed the export, I found this block for Potato, waffle fries:

If the on Hand was negative, it used 0 as the On Hand quantity in the suggested order calculation, so I'm not sure why the tbTransactionSalesOrderDetailItemQuantity.OnHandQtyOverrideValue was NULL (ps. I think we need to come up with longer table and field names ...just IMO)

Steps
Create an MBM order for College Mall
View Potato Waffle Fries
(observe that there is a red 0 for the on hand qty used in the SO calculation)
^*Added Make a small change to the Safety Stock value
I deleted some of the items that did not have negative on hands to keep the export small
Placed the order
Go to the server and view the export under:
W:\MacromatiX\SiteData\JATesting\DataExports\SuggestedOrderCreate\Ready\Archive\2021\01\11

Results: the On Hand Quantity should have been overridden by 0 in the export
If you view the placed order, you will see that the On Hand value is still a -10 in red on the panel details
