      Description

      Cannot apply rule for an Inactive Item.  We need to be able to re-activate some items that have been discontinued otherwise there is really no point in showing Inactive items on the main page.

      Will's example:  Seasonal items are deactivated each year, but need to be reactivated. Like Peach Milk Shake
