2021.R2(S1): M2 SSO ByPass does not navigate to System Maintenance Page

      Description
      I've been testing this by clearing the Browser History and recycling app pools between tests. I turned on SSO in JAT and Restricted mode, but I get navigate into M2 by passing SSO and the Restricted Mode "System Maintenance" page:

      I cannot execute consistent behavior navigating to the maintenance page.

      Again, I'm testing this on the JAT Server.
