2021.R2(S2): New user has wrong culture and security groups

Description
I created a new user through the UI and set the security groups to Operator, Store Manager, Suggested Ordering & Team Member Through MMS .

Problem #1:
When I log in as that user, also the Employee page in MxC says I'm American English, I'm logging in as Spanish

Problem #2:
When I navigate to the User Setting/User Preferences under Settings, I'm missing some of my security groups:

Which could be why Tristan was not able to order, like I'm not able to through automation using the new Janus_operator user.
