Root Cause:Reason for queue not being processed is undetermined, but we are implementing monitoring and alerting to make sure we know right away if this happens again.
As a support person, I would like to have a way to be notified if the Export queue is not processing exports
I also do not want to receive notifications if the Export queue is processing normally
