As a CFA admin, I would like to update the location of the "Assign Cashier" Dropdown below the Over/Short section.
Details
CFA would like to swap the location of the "Assign Variance to Cashier" dropdown and the "Overage/Shortage" field.

Confirm
- The "Overage/Shortage" field is the top item on the page.
- The "Assign Variance to Cashier" section is immediately after "Overage/Shortage"
- The user can still assign a cashier to the variance once these elements have swapped locations.
