As a user, I would like an info banner presented to me in the Change Fund Variance when a variance exist.

When a variance exists on the Closing Change Fund page, overage/shortage is not zero, display a warning banner below the page title and above the "Cashier Tills" section.

Text of the banner:

• "Select the ‘Actions’ button or the ‘Assign Variance to Cashier’ button to complete the Closing Change Fund"

When to display the banner

• On page load when "Overage/Shortage" is not zero. Only display it when the form is editable (to avoid the warning on completed workflow pages)
  • Banner closes if the user adjust the "Cashier Tills" and/or "+ Other Change Fund" so that the "Overage/Shortage" equals zero.
  • Banner closes when the user clicks through to select a cashier.

• A warning banner displays on the "Closing Change Fund" page below the page title and above the "Cashier Tills" section based on the following criteria:
  • On page load when "Overage/Shortage" is not zero. Only display the banner when the form is editable
