Details
For at least a month in JAT, the system reinstated message has been popping up. Several people on team has seen this and we need to investigate whether this is only on JAT and why it's happening

Steps to Reproduce
- Test the data export page or keep other MxConnect page open (not during a deploy)
Actual Result
The System Reinstated modal randomly displays throughout the day.
Expected Result
The System Reinstated modal should only be displaying when the app pools are down or there was an IIS Reset
