Story
We need to add a message processing service that will read the data that the polling service inserts into the local repository and convert it into the format that the CloudLink MessageExport service uses in order to place a message on the msmq. (So this is step 2 in a 3 step process atm).
Some action points:
- scaffold the new service
- add DB schemas to create the CFA tables
