2021.R5(S1): Auto-Notifications - Receiving duplicates (Type 4 ) for Country Specific Store

Created two Supply Order Notification Auto-Notifications
1. for Not Set Culture Type
2. French
When I created a CFA Supply order for Northwest Arkansas which is configured as a "French" store, received two notifications to the store contact and when configured for As Below for both notifications, received two notifications

Steps
1. Configure the notifications - one for Language = French and one Language = Not Set

2. Create a Supply order for a store that uses CFA Supply and Place

Results: Received *two * notifications for the store contact
Expected: Receive *one * notification in French for the store contact
