2021.R5(S1): Auto-Notification Type 3 - Did Not see Audit Trail when no Default A/N Exists

Description:
Auto-Notification Type 3 - Did Not see Audit Trail when no Default A/N Exists. For Type 1,2 & 4 Auto-notification I saw this audit.
Ex. No AutoNotification exists with Default Culture ID or Store Specified Language for AutoNotifications. Notice Type : SupplyOrderNotification

Configuration:
Store: St. John's Entity = 902 (No language)
Vendor: QCD is setup to fail on JAT
QCD Order Failure Auto-Notification: Is only setup for French

Steps
1. Create an order in JAT for store and vendor
2. Place the order
3. Verify the order errors out transmitting

Results: No notification , but no audit trail

FROM tbAuditLog WHERE AuditType ='Auto Notification'
ORDER BY 1 DESC

Expected: Audit Trail as in the description, but for the Order Failure notification
