CLONE 2021R4 - Location Import XSLT changes, and Service Method: TimeZoneOffsetService.UpdateSystemTimeZones

We had need to update the Location Import XSLT to look at the loc:TimeZoneName rather than loc:GMTOffset when setting the time zone, the value was Null.

Will Englefield performed this change on 6/23/21

While doing so, it was noticed that a large number of restaurants did not have the TimeZoneOffsetHours set in tbEntity.

Caner Saritac is implementing a change to the Service Method: TimeZoneOffsetService.UpdateSystemTimeZones

This change will set the TimeZoneOffsetHours when the TimeZone is not Null.
Note: if the TimeZone is also Null, the TimeZoneOffsetHours will not be set.
