Authorize button is not Disabled When Network is Throttled

Steps:
1. User logins as Sysadmin
2. User open Workflow menu
3. User navigates to the current Business Day in the system and clicks Opening Change Fund
4. User clicks the Authorize button
5. User changes store to where the transfer was sent and declines the transfer
6. User repeats steps 1-6

Expected Result:
Authoize button should be diabled (inactive)

Actual Result:
I was able to click the Authorize button on every page where the button is displayed and click ok when the network is throttled
