Steps to Reproduce:
1. Login to MMS and setup email Address for the store being used under Admin > Entity Manager
2. In "Settings > Notification", turn the "Inventory Extension Report sent when monthly count is applied" notification OFF.
3. Submit a Monthly Count

Expected Result
Monhtly Count auto notification should not be received

Actual Result:
Monthly Count auto notification was received even though the notification was turned to OFF
