CLONE - 2019R1 - Monthly Period - Message for Monthly Period Notification prevents the user from selecting Actions>Apply

INF-11716 When user enters qty in Case Column using the arrows entering qty down to the last item, the top heading with Action button disappears preventing the user from selecting Actions button.

This happens for in Chrome and IE.

Reproduction Steps:
Inv Counts
Select Monthly Counts
Msg display: This count will be applied to a previous period <(Monthly Period)>
Enter qty in Case column for each item of a Storage location that has a full page of items arrowing down

Expected Results:
Page should remain the same displaying the Location/Travel Path & Actions button while user enters qty for each item. 

Actual Results:
Message prevents user from clicking Action button

Confirmed that this issue occurs in both IE and Chrome when count values are entered using either arrow down or a tab keyboard keys. Thanks, Stacy

PS. This also happens when count application is either accessed through MMS embedded page or from the direct Mobile page.
