Forecast View - The long date and time displays for stores with no forecast

      Description

      When a user views a store with no forecast, the long date and time for a message: A forecast has not been generated for 2019-01-16T00:00:00-05:00 displays.

      Reproduction Steps:
      Pick a store with no forecast (Or navigate to a Sunday)
      Forecast>Sales

      Expected Results:
      A forecast has not been generated for 1/16/2019 

      Actual Results:
      A forecast has not been generated for 2019-01-16T00:00:00-05:00
