Ordering - Confirm button DISABLED - System does not allow user to Place Order

When user creates an order, the system disables the Confirm button to Place the Order.

Reproduction Steps:
Create/Receive
Create
Add Order
Select Date / Time - Click Confirm
Actions>Set qty to zero
enter qty for a few items
Actions>Place Order

Expected Results:
Confirm button should be enabled for user to place order. 

Actual Results:
Place Order Popup displays
Confirm button DISABLED

NOTES:

When verifying this in Testing, switching off the config setting: "Receive Order - Prompt to enter date and time" allowed me to place the order. However, I cannot recreate in JAT
