As a user, I would like to be able to receive a partial transfer based on edits I have made.

Details

When a user makes an edit in the "Decline Item" tab:

1. Update the selections in the Actions button:
   1. "Receive Partial Transfer" - This receives the transfers minus the user edited values in "Decline Item".
   2. "Reset Transfer Quantities" - This removes all user edits in the "Decline Item" section and reverts the actions button options back to the original list.
2. A small user icon is added to the "Items" table next to the edited item description.

The "Receive Partial Transfer" option is disabled until all the "Reason Codes" are updated by the user.

AC

When the user makes an edit in "Decline Item" and attempts to receive the transfer:

1. The actions button options change as defined above.
   1. Receive Partial Transfer is disabled until the Reason Codes are updated by the user.
2. The small user icon is added to the edited item line.
3. When the user selects Receive Partial Transfer, the Confirm Receive Transfer modal opens.
   1. The user must check the boxes to activate the Confirm button in the modal.
4. When the user Confirms the edited transfer, the inventory items are accepted in the destination store and the on hand is updated correctly.
