Suggested Count Export does not contain items from stores that have not had a monthly count and that are in the Suggested Count Zone

Acceptance Criteria -  All items from all stores should be included in the export even if there isn't a submitted monthly count for the previous month.

1. If there is no submitted monthly count from the previous month leave all fields except "Item" and "Store" blank for locations where this condition applies

Scenario : Currently there are 4 stores in testing that are in the Suggested Count Pilot, however ONLY 2 stores -01919 and 00440 have Monthly counts for December 2021. 

Steps:

1) In MXC navigate to Input Inv. Counts >>History

2)  Enter a date range of Start Date Oct 1, 2021 and End Date Jan 11, 2021 

3) Click Apply

4) List of Historical counts are displayed 

5) Focusing on MONTHLY counts verify that a Monthly Count for Dec 2021 is or is not present for each of the 4 stores in the Zone above.

6) Run the export from the Server Manager (in this case ran on 1/11/2022)

7)The export is placed in the Archive folder on the server (\\ATL2CFANPV002\CFATesting\DataExports\SuggestedCountExport\Ready\Archive\2022\01\11) 

8) Review the data 

Defect:  **  The export does not include the data expected and mentioned in the AC mentioned above.  In testing the two stores that would qualify are 01613 and 03700. See Attached export.
