DFL: Operator import not working for non DFL stores

      Description

      When running the operator import for a new store that is not assigned to DFL master the import is supposed to create the master level store for that person and it does not. Rather it just creates a store level user and assignes operator status.

       

      This is the expected bahavior for the operator import on DFL stores.
