      Description

      Scenario : When the first DFL store is introduced the DFL Master record should be created as well.

       

      Steps to Recreate:

      Load the DFL location file (the file only contains 1 DFL store - not like a production file)

      View the tbEntity table where entity like 'DFL Master'

      Expected Results:

      The "DFL Master" hierarchy record should be created.

      Actual Results:

      The "DFL Master" hierarchy record is not created but the DFL store is created
