As a load test runner, I would like the ability to collect metrics from Flood.io automatically with a test run.

Acceptance Criteria
- This process needs to take as inputs a start and end date and time window
- The specified data should successfully be written to the SQL database
- This process should retrieve data so that it can be compared for validation
- Should be built in such a way so that it can be called from an automation framework
- Errors should be thrown that can be caught by the framework with enough detail so that they can be meaningfully acted on.
- This process should accept accesskey/secret credentials
