As a user, I would like the armored car link added to the Changefund Received and Closing Changefund pages.

It looks like CFA has decided to add the Armored Car link to the "Changefund Received" and "Closing Changefund" pages.

- Each link goes to the same page.
- This is the same configurable link that we made in Deposits (
CFAMX-20794) and should be connected to the same apps settings configuration.

- When clicked, the link opens in a new tab.
