As an admin, I would like the hidden customer automatically assigned to outside sales where there is no customer assigned and the tender type is not TBC
Details
The goal of this story is to automatically assign the "InFORM Systematic Customer for Outside Sales" customer to any outside sale that:
- Does not have a customer already assigned
- Does not include the tender type of "TBC"

- "InFORM Systematic Customer for Outside Sales" is automatically assigned to any outside sale that not have a customer assigned and does not include TBC as a tender type.
