CLONE 2018R3 - TESTING - INF-10559/INF-10545 - Events - Current day forecasts are not updating when event is edited

When user wants to edit a current day forecast, either a Manual OR from a Past Occurrence event, no updates are generated.
Note: The forecast is updated when an event is first created for the current date, it's just when that event is edited that is it not be regenerated

Reproduction Steps:
After Impacting Event is finalized and authorized
Navigate to Forecast>Sales
Notate or take screenshot of Raw and System forecasts for current day
Navigate to Manage Events
Click on current day on calendar
Click Add Event button
Search for CFA Prayer Breakfast Auto(Past)
Select CFA Prayer Breakfast
Click Next
View Past Occurrences for July 2
Click Actions>Save to apply adjustments
Navigate to Forecast>Sales
View Sales Grid
Validate system forecast updates successfully
Now, navigate to Manage Events calendar
click on dot for current day
Click Edit Events
Add Date July 3
Click Actions>Save
Navigate back to Forecast>Sales for july 6

Expected Results:
System forecast updates

Actual Results:
System forecast remains the same, no forecast update
