As a developer, I would like to split annual partitioning maintenance job into two jobs. One for update one for purge.

we will be splitting the current task into two separate tasks to be able to create future partitions on a scheduled base.
qryMMS_tbTransactionItem_UpdateMonthlyPartitionScheme
other job(purge) will be still manual we do not want to do the purge process automatically.
Also according to Martin we should not do truncate anymore when deleting old partitions we should apply process switch process instead to make it working for RDS CDC process.
