EOM - Sales Exclusion section is not auto completing and user cannot complete it manually

Scenario - when the user opens EOM in MXC and there are no SalesExclusions this section should autocomplete and when the user adds a record AND if a Sales Exclusion record is added and then the  user clicks Complete, the section should change from Review Task to Complete.

Scenario(s): 

1) Store 00442 in JAT - Open EOM and attempt to Complete the section

OR

2) Store 01919 in JAT - Open EOM - Sales Exclusion section has no data (no sales exclusions assigned to the store) and should autocomplete 

OR 

3) Store 00000 in JAT - OPEN EOM - since Sales Exclusions exist in the DB for this store, the ADD button displays. However no Sales Exclusions have been entered (like store 00442 above). 

Defect:  Section should AutoComplete and the label should display Complete OR when complete is selected for 00442 then the section should Complete OR when the store displays the ADD button and there are no entered Sales Exclusions, the section is not auto completing.
