Forecasted usage when placing an order is well undervalued

CFA is reporting that Forecasted Usage is lower than it should be

With the formula for Forecasted usage being sales/1000 * UPT, with the given values for the item in question below, can you help us to understand why the system is showing the Forecasted usage as 7.95?

I looked in Forecasting.Forecast to see when the forecast was generated, I see the forecast was available at the time the order was created.
