RDS - Vault - SP_SuggestedOrderExport_Test yields 100k rows with a null line id

The team has a question about the Suggested Order SP:

We expect the SP and query in the attached file to have no rows with a NULL Line ID, but the query returns over 100k instances of this field being NULL.
