M2- Download Center page with double header

Steps to reproduce:

1- Login to Staging Environment 

2- SSO Pass: Matt Listi / CrfMBFtVCzcz1

3- You will get directed to Mxnext Staging (Store 1919 is the M2 zone)

4- Go to Reports and select any report like Inventory extension or sales Summary report etc.

5- Select the choice to send to download center.

6-click on the pop-up message forwarding you to download center.

7- The download center page will load with double header as the picture below.
