RDS: investigate issues with vendor Update

This is now complete. 

There are still problems with the deploy though:

I had to disable the update step in the Inventory package to get past this error, I did this is the old build to ensure I had a clean ETL before doing the deploy but the problem reappeared with the new release as well. 

I don't understand why this is being called as there are no changes to be written given it's a static system. The issue happens after a reload of the vendor table as well as on normal runs.
