As a user, I would like to see Welcome sections.

- The first section is titled " Welcome to the Chick-fil-A End of Month Application"
- The first section is open by default but the user can collapse it if they choose.
- The first section is read only and will never be in the "Review Task" state or "Completed" state. Those buttons are not a part of the section.
- The second section is titled "Last Distributor Invoice"
