Add new config for MxNext Utilities
"Enable Mobile2 Utilities"
Add blank MxNext pages for the following URLs
- cfahome.com/Utilities/Employees

- When the config is enabled a blank MxNext version of the Utilities page displays.
- When the config is disabled, the MxConnect version is displayed via iFrame.
