2019.R2: Cannot change Store when draft rules have not been applied

Will have to be patched back, if Product feels it's necessary.  I listed this as a minor since there's a work-around. 

When you leave a page with draft rules by trying to change store, this is now, NOT Letting you Continue.  The work-around is of course to use the back button and continue and then change stores.  Like I said, not high priority, but might be reported as a testing defect.
